This guide explains what the Uruguayan citizenship letter is, how to obtain it, how long it takes and what you can do with it.<\/p>\n<h2 id=\"what\">What is the Uruguayan citizenship letter?<\/h2>\n<p>The <em>carta de ciudadan\u00eda<\/em> is the official document with which the Electoral Court recognizes a foreigner as a <strong>Uruguayan legal citizen<\/strong>. It is issued at the end of the legal citizenship process set out in Article 75 of the Constitution, once the Court approves the file.<\/p>\n<ul>\n<li><strong>It does not expire:<\/strong> unlike residency, legal citizenship has no term and needs no renewal.<\/li>\n<li><strong>It is personal:<\/strong> it is granted to each applicant aged 18 or over and does not extend automatically to spouses or children.<\/li>\n<li><strong>It underpins other procedures:<\/strong> passport, voter card and any process where you need to prove your citizenship.<\/li>\n<\/ul>\n<h2 id=\"who\">Who can obtain the citizenship letter?<\/h2>\n<p>Foreigners who meet the requirements for <a href=\"https:\/\/globaltax.com.uy\/en\/uruguayan-citizenship-for-foreigners\/\">Uruguayan citizenship<\/a>:<\/p>\n<ul>\n<li><strong>3 years of habitual residence<\/strong> with a family established in Uruguay, or <strong>5 years<\/strong> without one, with no absences longer than six consecutive months.<\/li>\n<li><strong>Good conduct<\/strong> and <strong>means of support<\/strong> (employment, business, capital, property or a profession).<\/li>\n<li><strong>Two witnesses<\/strong> holding a valid voter card.<\/li>\n<\/ul>\n<p>Children of a Uruguayan father or mother do not need a citizenship letter: they are entitled to natural citizenship, which follows a different procedure.<\/p>\n<h2 id=\"how\">How to obtain the citizenship letter<\/h2>\n<ol class=\"gt-steps\">\n<li><strong>Gather your documents.<\/strong> Uruguayan ID card, residence and immigration movement certificates, apostilled and translated birth certificate, proof of means of support and, if applicable, family documents.<\/li>\n<li><strong>Book an appointment with the Electoral Court.<\/strong> In Montevideo at the Electoral Court; elsewhere at the Departmental Electoral Office.<\/li>\n<li><strong>File the application.<\/strong> On the assigned date you hand in the documents and the file is opened.<\/li>\n<li><strong>Witness hearing.<\/strong> Your two witnesses testify about your residence and activity in Uruguay.<\/li>\n<li><strong>Electoral Court decision.<\/strong> If the file is approved, the citizenship letter is issued. The costs are in the paperwork (apostilles, certified translations, certificates, notarial certifications) and, if needed, professional advice.<\/li>\n<li><strong>Timeframe:<\/strong> it depends on the office and the Court&#8217;s workload. Between the appointment, the witness hearing and the review, it usually takes several months from filing.<\/li>\n<\/ul>\n<p>What delays the process most is incomplete files: documents without an apostille, details that don&#8217;t match your ID card or witnesses who don&#8217;t meet the conditions.<\/p>\n<h2 id=\"after\">What to do once you have the citizenship letter<\/h2>\n<ul>\n<li><strong>Apply for a Uruguayan passport<\/strong> at the National Civil Identification Office.
