Permanent and temporary residency are processed in the same office and cost the same, but they fit different situations, and choosing the wrong one can mean doing the process twice. This guide compares Uruguay permanent residency with temporary residency, the requirements and which one suits each case. For the full picture, see our guide to legal residency in Uruguay.

What is permanent residency in Uruguay?

Under Migration Law 18.250, a permanent resident is a foreigner who settles in the country intending to stay for good. The National Immigration Office calls it residencia legal definitiva. Once granted it does not expire; only the ID card is periodically renewed. There are three routes:

General: any foreigner who can prove sufficient means of support.

Mercosur: nationals of Argentina, Brazil, Paraguay, Chile, Bolivia, Peru, Ecuador, Colombia, Venezuela, Suriname and Guyana, with no proof of income required.

Family link: spouses, partners, parents, children and siblings of Uruguayans. See Uruguay citizenship by marriage.

What is temporary residency in Uruguay?

Temporary residency is for people coming to Uruguay for the duration of a specific activity: an employment contract, studies, research, professional or sports activity. It is granted for 6 months to 2 years and can be extended by applying within 90 days before it expires. Mercosur nationals also have a 2-year Mercosur temporary residency, renewable once.

Permanent vs. temporary residency: key differences

Permanent

Temporary

For whom

People settling for good

People coming for an activity and a period

Duration

No expiry

6 months to 2 years

What you prove

Means of support (general route); Mercosur nationality or family link otherwise

The activity: contract, enrolment, etc.

Renewal

No (only the ID card)

Extension before expiry

Work and ID card

Yes

Yes

Cost

557.30 UI (Brazil and Paraguay exempt)

Can be cancelled

Absence from Uruguay of more than 3 years, among other grounds

On expiry or when the activity ends

Which one is right for you?

Retirees, people living on their own income, families and investors: permanent residency.

Remote workers for foreign companies: permanent residency, proving that income as means of support. Full details in our legal residency guide.

Benefits of permanent residency

Stability: no extensions and no dependence on a contract.

Freedom to change jobs or activities without affecting your status.

Easier dealings with banks, landlords and lenders.

Path to citizenship: after 3 years (with a family established in Uruguay) or 5 years of habitual residence you can apply for Uruguayan legal citizenship.

Switching from temporary to permanent residency

If you arrived on temporary residency and decide to stay, apply for permanent residency before your temporary residency expires. It is a new application with the Immigration Office under the route that applies to you. Mercosur temporary residency can be renewed only once; after that, the path is permanent residency.

Can you lose permanent residency?

Yes. Under Article 47 of Law 18.250, permanent residency may be cancelled if the holder is absent from Uruguay for more than three years, among other grounds. Article 48 provides that cancellation does not take effect for foreigners who are the parent, spouse or partner of a Uruguayan national.

FAQ

<details>

What is the difference between permanent and temporary residency in Uruguay?

Permanent residency is for settling for good and does not expire; temporary residency is tied to a specific activity and lasts 6 months to 2 years, renewable.

</details>
<details>

Does Uruguay permanent residency expire?

No. Only the ID card is renewed.
