Law 20.075 amended Article 33 of Law 18.250 and Decree 45/023 (February 2023) moved these cases to the National Immigration Office (Dirección Nacional de Migración). In practice:

One office: every residency is filed with the Immigration Office, in Montevideo (Mercedes 1004) or at regional offices.

A fee: Mercosur and family-link residency, previously free, now costs 557.30 UI. Brazilian and Paraguayan nationals are exempt by reciprocity.

A paid re-entry permit (225.60 UI) to travel while your residency is in process.

Applications now start online on gub.uy, with documents uploaded as PDFs; you only go to the Immigration Office for the final appointment. See Uruguay Mercosur residency.

Digital nomads: a dedicated permit

Decree 238/022 adapted the provisional identity document to remote work: people working for foreign companies can live in Uruguay for up to 180 days, renewable once for another 180, with no Uruguayan employer needed. The extension requires a criminal record certificate and vaccination certificate. Full details in our guide to the Uruguay digital nomad visa.

If you want to stay longer, the route is permanent residency, proving that foreign income as means of support.

The health insurance rule that was repealed

In February 2023, Decree 55/023 required every foreigner entering Uruguay to have health insurance. Four months later, Decree 176/023 repealed it. Health insurance is not an entry requirement today, although it is still advisable until you join the Uruguayan health system.

Law 20.446: what changes in 2026 for new residents

Budget Law 20.446, in force since 1 January 2026, did not change the requirements for legal residency. Its impact is on the taxes of people moving to Uruguay:

Foreign income: on top of interest and dividends, foreign capital gains and foreign rental income are now subject to Uruguayan income tax (IRPF).

Tax holiday: people who become tax residents from 2026 still get 11 tax years of exemption, but it is no longer automatic: you must meet and keep a condition, such as more than 183 days a year in Uruguay or a qualifying investment.

Grandfathering: anyone who elected the regime by 31 December 2025 keeps it for the original term.

Qualified talent: Articles 190 to 192 create a program for professionals living abroad who come to work for innovation or global-services companies, who may opt to pay non-resident income tax (IRNR). The exact scope depends on the implementing regulations.

We cover the full regime in tax residency in Uruguay. Legal residency lets you live in the country; tax residency determines where you pay taxes.

New ID card design

In June 2026 the National Civil Identification Office introduced a new polycarbonate ID card with eight new security features. Current cards do not need to be replaced: the new design is issued on first applications and renewals. Foreigners still apply for their ID card with the immigration certificate, even while residency is in process. See Uruguayan ID card for foreigners.

What has not changed

The residency routes: temporary, general permanent, Mercosur and family link. See permanent vs. temporary residency.

No residency-by-investment threshold: investment matters for tax residency, not for legal residency.

Proof of income: the general route still requires a notarial income certificate; Mercosur nationals are exempt.

Losing residency: permanent residency can be cancelled after more than three years of absence (Article 47, Law 18.250).

Citizenship: available after 3 years of residence (with a family established in Uruguay) or 5 years.
