This guide explains the Uruguay retirement visa, in practice permanent residency for retirees and rentistas: the documents, how to prove your income, the benefits of Law 16.340 and how your pension and investment income are taxed. If you are still deciding, see Uruguay as a retirement country.

Does Uruguay have a retirement visa?

Not as a separate category. Retirees, pensioners and people living on investment income get permanent residency through the general route, where the key requirement is proof of means of support. Two exceptions are worth knowing:

If you hold the nationality of a Mercosur country (for example Argentina or Brazil), you can apply for Mercosur residency, with no proof of income.

If you meet certain thresholds, you can also opt into the Law 16.340 regime, which adds customs benefits (see below).

Uruguay retirement visa requirements

Valid passport (and visa, if your nationality needs one; US, Canadian, UK and EU citizens do not).

Criminal record certificates from your home country and any country where you lived six months or more in the last five years.

Health card and vaccination certificate, issued in Uruguay.

Marriage certificate, if your spouse applies with you.

Means of support:

Foreign pensioners: a notarial certificate stating your retiree status, the source of the income, the gross monthly amount and how you receive it in Uruguay.

Rentistas: a notarial certificate stating your status, the source of the income, the gross monthly amount and how you receive it in Uruguay.

Foreign documents must be apostilled and translated into Spanish by a Uruguayan certified translator. See apostille and legalization.

How much income do you need to retire in Uruguay?

On the general route the Immigration Office sets no amount: your monthly income must be sufficient to support yourself in Uruguay and is assessed case by case. In practice, aim to show a stable income that comfortably covers local costs (housing, private health coverage and living expenses).

The only fixed threshold is in the Law 16.340 regime: USD 1,500 a month in pension or foreign income. That amount gives access to the regime’s benefits; it is not a condition for residency itself.

Rentista visa: residency for people with independent means

If you live on investments or rental income, you apply the same way as a retiree: the notarial certificate proves your rentista status and the source of your income, such as rents, dividends, interest or fund distributions. What matters is that the income is regular and that the notary can verify it with documents (leases, account statements, manager certificates).

You do not need to invest in Uruguay to get legal residency. Investment matters for tax residency and the tax holiday, as we explain in Uruguay residency by investment.

Special regime for foreign retirees (Law 16.340)

Law 16.340 and its regulations (Decree 119/004) give extra benefits to foreign retirees who settle permanently. It is optional and comes on top of residency.

Requirements

Benefits

Proven retirement or pension

Import your household goods free of customs duties, within six months

At least USD 1,500 a month in pension or foreign income

Import one vehicle, once, free of customs duties; it cannot be transferred for four years

Buy a home worth at least USD 100,000 that cannot be sold for 10 years, or Uruguayan government bonds for the same amount held by the Central Bank

The regulations provide for an ordinary passport for the beneficiary, spouse and minor children

Two conditions to bear in mind: beneficiaries may not work as employees in Uruguay (unless authorized by the Executive), and the investment is locked in for ten years.
