In short:
- Uruguay has no golden visa and no citizenship by investment. Legal residency does not require an investment, and citizenship comes from years of residence, not from a payment.
- Investment matters for tax residency and the tax holiday: investing in real estate or a business can make you a tax resident without spending 183 days in the country.
- Investors get legal residency through the general route, proving their investment or business income as means of support.
- Investment projects also get their own tax incentives (Law 16.906), which do not grant residency but improve returns.
Many investors look for a Uruguay residency by investment program similar to those in other countries. Uruguay works differently: legal residency is open to anyone who can prove means of support, and investment is rewarded on the tax side. This guide explains the role of investment in Uruguayan residency, how much you need to invest to become a tax resident and what you get in return.
Does Uruguay have a golden visa?
No. Uruguay has no residency-by-investment program with a minimum amount, like the ones Portugal or Spain used to offer. It doesn’t need one: legal residency is granted to any foreigner with sufficient means of support, with no quotas and no mandatory investment.
What does exist are regimes that link investment and benefits:
- Tax residency by investment: investing in real estate or a business makes you a tax resident without meeting the 183-day rule.
- Tax holiday: since 2026, a qualifying investment is one of the conditions to keep the 11-year exemption.
- Retiree regime (Law 16.340): customs benefits for retirees who buy a USD 100,000 home. See Uruguay retirement visa.
Is there a Uruguay citizenship by investment program?
No. Under the Constitution, legal citizenship requires 3 years of habitual residence with a family established in Uruguay, or 5 years without, plus good conduct and means of support. No investment replaces those periods or actual residence. Be wary of any offer promising a Uruguayan passport for a fee. The real path is explained in Uruguayan citizenship for foreigners.
How investors get legal residency
Investors apply for permanent residency through the general route. The difference is how they prove means of support:
- Investment income (dividends, interest, rents): a notarial certificate stating the source, the monthly amount and how it is received in Uruguay.
- Business owners and shareholders: a notarial certificate with the company’s documents and the income you draw from it.
- Mercosur nationals: Mercosur residency requires no proof of income.
Buying property is not a requirement, although rental income can help prove means of support. See real estate investments in Uruguay.
Tax residency by investment
Besides 183 days, you can become a tax resident through investment: real estate over UI 15,000,000 (about USD 2.5 million), or over UI 3,500,000 (about USD 580,000) with 60 days of presence, or a business investment. See tax residency by investment.
The tax holiday since 2026
New tax residents can elect not to pay Uruguayan income tax on foreign investment income for the year they become resident plus the next 10. Since Law 20.446 (in force from 2026) this is no longer automatic: you must meet and keep one condition:
- More than 183 days a year in Uruguay.
- Real estate investment of over UI 12,500,000 (about USD 2 million).
- Over UI 625,000 a year (about USD 100,000) in productive or innovation funds.
- Direct investment in a company that expands its productive capacity.
Anyone who elected the regime by 31 December 2025 keeps the previous rules.
Investment project incentives
Under Investment Law 16.906, approved investment projects can deduct part of the investment from corporate income tax (IRAE) and get exemptions on net worth tax and import duties on capital goods. These incentives do not grant residency, but they combine with tax residency through a business investment. See benefits for investment projects in Uruguay.
FAQ
Does Uruguay offer residency by investment?
Not as a golden visa program. Legal residency requires no investment; investment gives you tax residency and helps you keep the tax holiday.
Can you buy Uruguayan citizenship?
No. Legal citizenship requires 3 or 5 years of habitual residence.
How much do I need to invest to become a tax resident?
Over UI 15 million in real estate (about USD 2.5 million), or over UI 3.5 million (about USD 580,000) in real estate bought since July 2020 plus 60 days of presence, among other routes.
Does buying a home give me residency?
Not directly. You still apply for legal residency proving means of support.
